한국의 자유무역협정(FTA) 확대로 인한 경제적 파급효과

초록

본 연구는 한국정부가 추진하고 있는 주요 자유무역협정(FTA)이 한국 및 당사국의 거시경제 및 산업에 미치는 파급효과를 다지역 다부문 연산일반균형모형인 KEEI-GCGE를 활용하여 분석하였다. 한-미 FTA, 한-EU FTA, 한-중-일 FTA가 독립적으로 현실화될 경우, 한국의 실질국내총생산은 2020년에 기준전망(Business as Usual, BaU) 대비 약 1.35%, 0.06%, 0.18%씩 증가하며, 세 가지 FTA가 동시에 발효될 경우에는 2.04% 증가할 것으로 분석되었다. 한편, 세 가지 FTA가 서로 보완적 관계를 항상 형성하지는 않는 것으로 분석되었는데, 한국의 입장에서는 한-미 FTA와 한-EU FTA가 보완적 관계를 가지지만, 한-중-일 FTA가 추가되면 각각의 효과가 일부 상쇄되어 대체관계가 형성될 것으로 분석되었다.

Abstract

By utilizing a multi-sector, multi-region recursive dynamic computable general equilibrium model (KEEI-GCGE), this study analyzed the impacts of the Korea-USA, the Korea-EU and the Korea-China-Japan FTAs on economies and industrial structures of directly related countries. If the Korea-USA, the Korea-EU or the Korea-China-Japan FTA is realized individually, then Korea's real GDP is estimated to increase by 1.35%, 0.06% and 1.18% respectively compared to BaU in 2020, while it will increase by 2.04% when all the three FTAs come into effect simultaneously. In addition, those three FTAs are expected not to form mutual complementary relationship. The Korea-USA and the Korea-EU FTAs could have some complementary relations to Korea, but it is analyzed that the addition of the Korea-China-Japan FTA makes some of each effect offset and the relationship even somewhat substitute.
