An Analysis of Economic Effects of Korea-ASEAN FTA using a Dynamic CGE Model

본 연구에서는 동태CGE모형을 이용하여 한·ASEAN FTA의 경제적 영향을 분석하였다. 한·ASEAN FTA의 경제적 영향을 추정하기 위해 2가지 시나리오를 설정하였다. 즉, 한국과 ASEAN이 모든 농산물과 공산품에 대한 관세를 2006년부터 2009년까지 균등한 수준으로 삭감하여 2009년에 모두 철폐하는 경우(시나리오1)와 시나리오1의 경우 한국은 농산물을 ASEAN은 자동차를 민간품목으로 지정하여 관세철폐에서 제외시키는 경우(시나리오2)를 분석대상으로 하였다. 시뮬레이션 결과에 따르면 시나리오1의 경우 한국과 ASEAN의 실질GDP와 후생수준이 크게 증가하는 것으로 분석되었으며, 외국투자의 증가와 이에 따른 자본축적의 증가가 경제성장에 기여한 것으로 나타났다. 이에 비해 시나리오2의 경우, 한국과 ASEAN의 경제성장이 시나리오1의 경우에 비해 크게 줄어드는 것으로 분석되었다. 또한 시나리오2의 경우 ASEAN의 후생수준이 크게 격감하는 것으로 분석되어 한국이 농산물을 ASEAN이 자동차를 민간품목으로 지정하여 관세철폐에서 제외시키는 것이 한국과 ASEAN의 경제에 도움이 되지 못하는 것으로 분석되었다. 이 밖의 많은 경제변수(수출, 수입, 국제수지, 교역수준, 산업별 생산 등)에 미치는 영향에 대해 분석하였다.
Abstract
The objective of this study is to conduct a quantitative assessment of potential economic effects of ASEAN-Korea FTA (AKFTA) using a recursively dynamic CGE model. Two different scenarios for the AKFTA are carried out: elimination of tariffs on all agricultural and manufactured goods in equal installments from 2006 to 2009 (Scenario 1) and exclusion of automobiles as sensitive items by ASEAN and of crops by Korea on the basis of Scenario 1 (Scenario 2). The simulation results show that ASEAN and Korea gain in terms of real GDP and welfare as a result of Scenario 1. The AKFTA leads to an increase in foreign investment and capital stocks of the two regions. By contrast, in the case of Scenario 2, the exclusion of automobiles by ASEAN and crops by Korea leads to a reduced economic growth of the two regions, compared to Scenario 1. Simulation results of Scenario 2 indicate that the protection of automobiles by ASEAN and crops by Korea doesn't benefit any of them. In addition, impacts of the AKFTA on export and import volumes, trade balance, and domestic production by sector are examined.
