1998년도 경제위기의 경험과 가속화 되고 있는 고령화와 핵가족화 현상은 사적안전망에 의존해 온 한국 대다수 가구와 개인에게 새로운 방식의 위기대응 전략을 요구하였다. 사적이전에 대한 연구는 장차 확대될 사회안전망의 설계와 정착을 결정짓는 데 반드시 검토되어야 할 중요한 범주로 본 연구는 한국노동연구원에서 2001년부터 2006년까지 조사된 한국노동패널자료(KLIPS)를 이용하여 사적이전과 계층에 대한 이원로직분석(Binary Logit Analysis)을 수행하였다. 사적이전의 두 형태인 현금·현물이전과 서비스 이전 사이에는 상호 상호보완과 대체 관계가 존재하며 사적이전 발생에 미치는 소득 요인도 그 형태에 따라 계층별로 차이를 보이게 된다. 특히 중산층 내에서도 중상층은 금융소득과 같이 미래소비를 대비한 소득 형태에 의해, 중하층은 이전소득 형태에 의해 더 큰 영향을 받게 된다. 본 연구는 사적이전을 현금·현물이전 형태와 서비스 이전형태로 구분하여 사적이전행태에 대한 계층 간 차이를 살펴봄으로써 향후 적정 수준의 공적이전규모와 수혜대상자들에 대한 판단 그리고 한국의 공적 사회안전망의 대안을 마련하고 그에 대한 경제적 효과를 판단하는 기초자료가 되기를 기대한다.
Abstract
We are interested in private transfers because, first, they provide a means of coping with aging risks or socioeconomic shocks; second, private transfers have potential consequences for the effectiveness of social safety nets. The paper is to explore the impacts of economic shocks of 1998 by analyzing interhousehold private transfers. In preparation for the old age and consumption risks, every social stratum has strategies in many different ways. Interhousehold private transfers are divided into cash and in-kind transfers and service transfers. According to our study, the different transfers have alternative or complementary effects. Income type affects the occurrence of private transfers between the income classes. Especially the middle class is influenced by financial income and public transfer income. Private safety nets should have the role of complementing and maximizing the effectiveness of the existing public safety nets.
