21세기 제국주의는 최근 유행하는 네그리(A. Negri)와 하트(M. Hardt)의 『제국』이 아니라 맑스의 정치경제학비판 체계의 직접 적용을 통해 잘 설명될 수 있다. 세계체제론의 주장과는 달리 1980년대 이후 미국 제국주의 권력은 '달러-월스트리트 체제'(Dollar-Wall Street Regime)의 성립과 함께 재편,강화되었다. 1990년대 이후 각종의 다자간 국제기구의 대두는 '지구적 지배구조'(global governance)의 출현을 뜻하는 것이 아니라 세계화 조건에 미국 제국주의의 세계적 헤게모니가 관철되는 새로운 형식일 뿐이다. 그러나 미국 제국주의 세계적 헤게모니의 재편, 강화는 내적 모순의 심화를 수반하고 있다.
Abstract
Imperialism in the 21st century can be best explained by the direct application of Marxian critique of political economy. Negri and Hardt's Empire, although popular among the left intellectuals, fails to theorize the current world political economy dominated by US imperialism, as it negates the fundamentals of Marxian theory and politics. Contrary to the world-system theory, global hegemony of US imperialism has been strengthened since 1980s thanks to the manipulation of the Dollar-Wall Street regime established in 1971. Proliferation of international institutions since 1990s should be interpreted as new form of the global hegemony exerted by US imperialism rather than presaging so-called ‘global governance’. However, US imperialism in the 21st century has not been free from its own internal contradictions.
