정부혁신을 둘러싼 쟁점과 새로운 발전방향 모색:참여정부 정부혁신의 경험과 주요 이슈를 중심으로

초록

권위주의 시대에서는 개혁이나 혁신이라는 말이 금기시되었지만, 지금은 공사부문을 막론하고 개혁이나 혁신이라는 말이 마치 성공의 비결처럼 매우 광범위하게 사용되고 있다. 지난 정부 중에서 집권기간 동안 많은 개혁을 추진한 정권은 김영삼, 김대중, 그리고 노무현정권이다. 이 중에서 본 연구는 노무현 정부(2003-2008) 기간 동안 행해졌던 정부혁신과 각종 혁신방법론을 둘러싼 주요 쟁점을 검토해보고자 한다. 여러 가지 쟁점 중에서 정부규모 및 효율성과 관련된 쟁점(시장친화적 구조개혁에 입각한 정부혁신 논리와 한계, 사람과 과정 중시 정부혁신의 논리와 한계 등)과 가시적 혁신성과 창출과 관련된 쟁점(정부혁신의 투입비용, 정부혁신의 성과측정, 시차와 정책의 효과성 등)을 살펴보고, 지속적인 정부혁신을 위한 향후의 과제(공공부문의 적정규모 및 자율적 구조조정 방안 도출, 정부혁신에 대한 이론적 기반 강화 등)와 혁신방향 등에 대한 것을 탐색해 보고자 한다.

Abstract

Terms such as “reform" and "innovation” were prohibited in the era of authoritarianism, but such terms are now widely used as a key success factor in both public and private sectors. In South Korea, three regimes -- the Kim Young-Sam, Kim Dae-Jung, and Roy Moo-Hyun administrations -- carried out a wide range of government reform during their respective official terms. This article reviews the paradigm of the Roh Moo-Hyun Administration (2003-2008), examining governmental innovations such as market-friendly restructuring (based on people and process) as well as major issues such as size, efficiency, visible performance, input cost, policy time lag, and policy effectiveness. This article also searches for a new direction and new reform measures for sustainable innovation, such as an appropriate size for the public sector, autonomous restructuring measures, and the strengthening of theoretical foundation for effective government innovation.
