노무현 정부 행정개혁의 특징

이 연구는 한국 노무현 정부의 행정 개혁과정과 주요 특징을 서술하였다. 행정개혁의 과정과 결과는 단일 변수로 설명될 수는 없을 것이며, 환경과 이념적 요구, 주요 개혁결정과정과 행위자 요인, 개혁 전략과 내용과의 관련성 등에 의해 결정과정에 대한 설명과 개혁의 결과에 대한 논의가 이루어질 수 있다. 이 연구에서는 개혁의 주요 결정과정과 내용에 초점을 두고 설명하였다. 특히, 개혁의 결과에 영향을 미치는 주요 요인으로 개혁의 이념과 상황, 개혁결정과정과 관료제 내부의 변화과정, 개혁전략과 평가체제 등을 살펴보았고, 노무현 정부의 행정개혁이 가지는 과제와 대안을 모색하고자 하였다.
Abstract
Based on the belief that administrative reform can not succeed without continuous reform process, this study examines a structural change and contingent factors of Government Reform in Korea. A full administration reform process in korea is focused on the wide range of organizational reform, but difficult to find out relatively systematic and comprehensive efforts. Reform environment, important decision-makers and system, contents of government organization reform in Korea are described in the paper. This study suggests that the administrative reform can be achieved by obtaining exquisite recomposition of the ideological background, the validity of the contingent property, democratic decision-making process, and appropriate strategy. And the restructuring in the public sector should be made on the basis of rational and democratic process, plan and strategy construction.
