노무현 정부의 정부혁신 재평가:개념적 분석 틀 구성을 중심으로

역대 어느 정부보다도 정부개혁에 지속적이고 체계적인 관심을 기울였던 노무현 정부의 정부혁신에 대해 이중적 평가가 병존하고 있다. 평가자의 입장에 따라, 그리고 평가 대상 영역에 따라 상이하게 나타나는 평가의 이중성은 정부혁신의 개념적 분석 틀의 부재에서 그 원인의 일부를 찾을 수 있다. 이에 본 연구는 기술영역에서 논의되었던 혁신 개념과 유형에 대한 이론적 논의를 바탕으로 정부혁신 유형의 개념적 분석틀을 시론적으로 구성해 보고, 그에 따라 노무현 정부가 추진한 정부혁신의 149개 로드맵 과제에 대한 재평가 작업을 시도하였다. 정부혁신에 대한 기존 연구들은 개혁의 속도나 범위와 관련하여 주로 점진적 혁신과 급진적 혁신의 이분법적 구분이 주로 사용되었다. 본 연구는 이분법적 혁신유형 구분에서 더 나아가 점진적 혁신과 급진적 혁신 외에 모듈러 혁신과 아키텍처 혁신유형을 추가하여 구분하였다. 분석 결과 노무현 정부의 정부혁신은 급진적 혁신으로 분류하기보다는 점진적 혁신으로 분류하는 것이 더 타당할 것으로 사료된다. 그리고 전체 혁신과제의 약 31%를 차지하는 모듈러 혁신이나 아키텍처 혁신이 가지는 의미를 보다 신중하게 고려해야 함을 알 수 있었다. 모듈러 혁신과 아키텍처 혁신 유형에 해당하는 혁신과제들은 노무현 정부의 정부혁신에 대한 기존 평가의 이중성을 어느 정도 설명할 수 있을 것으로 판단된다.
Abstract
The government innovation has been the utmost policy goal of the Roh Administration. 149 Road-Maps for policy innovation in 6 different policy areas were planned and implemented during the Roh Administration. In spite of such massive and comprehensive reform efforts, the innovation endeavor of the Roh Administration has been often criticized as ineffective and drawn controversial assessment. This study finds that such disputes partly stem from the lack of conceptual framework of assessment. It attempts to construct an analytic framework to assess the government innovation based on the conceptual analysis drawn from the technology innovation theory. Unlike the traditional assessment of government reform, in which the dichotomy such as incremental or radical reform is often used, this study classifies four types of innovation: incremental, modular, architectural, and radical. The research finding shows that the government innovation of the Roh Administration is more incremental than radical. In addition, 31% of total innovations has been classified into modular and architectural. As the modular and architectural innovations are quite different analytic schemes from radical and incremental innovations, the research outcome will give us deeper understanding of government innovation of the Roh Administration.
