이 글에서는 2006년에 도입된 고위공무원단제도의 지난 6년간 시행 성과를 살핀다. 구체적으로 해당 제도의 도입 목적 및 기대효과, 도입 초기의 성과와 문제점, 근래의 제도 및 운영상의 개선 노력 등에 관한 정부 자료와 관련 문헌을 검토하고, 이를 토대로 제도 도입으로 인한 고위직의 외부 개방성 제고, 고위직 공무원의 부처 간 이동성 제고, 고위공무원 관리에서 있어서 성과주의 강화, 고위직 공무원의 능력 강화와 같은 성과를 논의한다. 이와 함께 제도의 향후 발전 과제를 지적하고, 제도의 장기적 성과 평가에 있어 주요 지표가 되어야 할 사항들을 제시한다.
Abstract
This study intends to identify the past 6-year performance of the Korean Senior Civil Service System, and suggests policy recommendations for improving the system by learning from the cases of the United States and Europeans, and comparative data and interview analyses between the early-year outputs and those of later-year performance. The SCS in Korea appeared to have similar theoretical and practical bases with some of the Western countries. The belief that the higher civil service has a common core made it possible to adopt systems of competitiveness and openness for positions of SCS and inter-departmental mobility system within the government. Likewise, emphases on performance management and competence evaluation for SCS positions, are also based on the belief that government could be managed well when introducing more private-like business acumen. Policy recommendations and alternatives for improving the current SCS in Korea drawed and presented.
