한국 고위공무원단제도의 도입 과정에 관한 연구

초록

문민정부와 국민의 정부시절에도 고위공무원단제도의 도입에 대한 논의는 있었으나 전면적으로 도입하는 데는 실패하였다. 도입이 불가능할 것으로 여겨졌던 고위공무원단제도가 ‘참여정부’가 들어서면서 재추진되어 2005년 12월에 국가공무원법이 개정되고, 고위공무원단제도가 2006년 7월 1일부터 시행에 들어가게 되었다. ‘참여정부’에 들어와서 고위공무원단제도가 왜(why), 어떻게(how) 도입되었는가? 본 연구에서는 이러한 문제의식 하에 정치과정론적 입장에서 이 문제에 대한 답을 구하고자 하였다. 구체적으로 본 연구는 선행연구의 고찰을 통해 고위공무원단제도에 대한 기존의 연구성과를 살펴보고, 연구의 분석틀과 분석의 초점을 설정한 후, 정치과정론적 입장에서 고위공무원단제도의 도입과정을 심층적으로 분석하였다.

Abstract

There had been many controversies regarding the introduction of the Senior Civil Service(SCS) system in Korea during the Kim Young Sam Administration and Kim Dae Jung Administration. The SCS system was not established in both Administrations. However, in the beginning of the Rho Mu Hyeon Administration, the SCS system was reconsidered and established. For the introduction of the SCS system, the Korean Civil Service Acts were amended in December 2005. Finally, the SCS system was introduced in July 2006. The purposes of the introduction of the Korean SCS system has two facets: First, the system was aimed at enhancing the performance-based management of the Korean higher level civil service system which was supposed to be inefficient and ineffective for the long time. Second, the system was also aimed at fostering the competition and openness of the Korean higher level civil service system which were very closed and strictly rigid. This study is focused on the political process of the introduction of the Senior Civil Service system in Korea from the perspective of New Institutionalism. More specifically, this study reviews the literatures of senior civil service systems, and suggests theoretical and analytical framework. And then, this study analyzes, in depth, the political process of the introduction of the Korean Senior Civil Service system.
