Abstract

As the size of the organization grows, it is a general theory that proper formalization, decentralization, and integration and computerization must be performed in parallel to enable effective organization management. In order to properly formulate and scale this organization, to be decentralized, and to lay the foundation for organizational diagnosis, the regulations relating to the organization and personnel system should be coordinated in detail. In the case of local public enterprises, it is operated as a dual supervisory system that is managed and supervised by the local governments and the central ministries. This dual supervisory system should ensure that the laws and ordinances of the central ministries, the ordinances of the local governments, and the regulations of local public enterprises are harmonized. The survey revealed that there are many opinions that the standardization of central and local governments should be necessary to systematize organization and personnel management of local public enterprises. Most common opinions are summarized in the following three points. First, the criteria related to the gardens are regulated by the regulations of the local public corporations, and there is a deviation from the policy of the central and local governments to manage the organization size. Second, it is recognized that there is a problem with the standard of the installation standard section of the headquarters, because the issue of the establishment section of the headquarters and the ambiguity of the role of the standing director should be discussed. Third, there was a need for the provision of rank regulations as the basis of personnel management. At present, each facility management corporation prepares the "in-house regulations for personnel regulations" to provide "qualification criteria for each job position", but there are facilities management corporations that provide specific work ability and certification-oriented regulations. On the other hand, And it was found that they applied it. As there is no uniform standard of job regulations, it is difficult to secure professionalism and proficiency in actual employment and operation.
