사회적 가치 실현을 위한 공직가치에 관한 시론적 연구: 포용적 성장을 중심으로

초록

본 연구에서는 최근 전 세계적으로 많은 관심을 받고 있는 사회적 가치 중 포용적 성장과 이를 실현하기 위한 공직가치에 관해 시론적 연구를 시행하였다. 특히, 본 연구에서는 사회적 가치의 개념과 유형을 기존 선행연구와 사회적 경제조직 법령을 중심으로 살펴보았으며, 사회적 가치 중 포용적 성장의 특징과 적합성, 공직가치에의 포용적 성장 반영 타당성을 검토하였다. 또한 공직가치에 관한 선행연구를 바탕으로 포용적 성장과 공직가치의 관계를 분석하였다. 연구결과 포용적 성장은 높고 지속적인 성장(high and sustainable growth)과 사회적 포용성(social inclusion)으로 분류할 수 있었으며, 이와 관련된 사회적 가치는 지속가능성, 안전성, 사회적 형평성, 보장성, 공동체주의, 공유성, 윤리성 등이 있었다. 또한 효과적인 포용적 성장 실현을 위해 공직자들은 사회적 혁신, 가외성, 협업, 포용적 공감성, 사회적 감수성, 예방적 전문성 등과 같은 공직가치들을 함양할 필요가 있는 것으로 나타났다. 이러한 본 연구의 결과는 향후 공직자들이 사회적 가치를 효과적으로 실현하기 위해 필요로 하는 공직가치 교육･훈련방안 모색에 중요한 기초 자료로 활용될 수 있을 것이다.

Abstract

This research examines both social values and public service values based on social values. More specifically, this research examined the concept and typology of social values, validity of public service values reflecting social values, and the relationship between social values and public service values economy according to previous research about social values and public service values and the social economy organizations law. As a result, we categorized social values into four values: social values for the disadvantaged, integration values for social members, future values, and democratic values by citizenship participation; and found public service values such as social justice, accountability, diversity, caring, reliability, and democracy that are associated with social values. In addition, public servants were required for new public service values like redundancy, collaboration, inclusive empathy, social sensitivity, anticipatory professionalism for effectively attaining social values. This research will contribute to shape relevant public service values to implement effectively social values in the future
