공무원 공직가치의 재정립 방안 연구

초록

본 연구는 공직가치의 개념을 구체화하여 향후 측정 가능하도록 하는데 있다. 이를 위해 ① 국내외 공직가치에 대한 문헌조사를 통해 개념을 정리하고 ② 공직가치에 영향을 미치는 요인들을 재분류하고 ③ 공직가치를 측정 할 수 있는 지표를 설계하는데 목적을 둔다. 공직가치는 정부조직에 속해 있는 모든 구성원들이 공통적으로 추구해야 하는 가치라 할수 있다. 그러나 공직가치는 민주적 가치, 전문가적 가치, 윤리적 가치, 공익적 가치 등 다양한 가치를 포함하는 개념으로 매우 복잡 하다. 연구자들이 나름에 방법으로 공직가치를 분류하였다. 하지만 공직가치가 제대로 정립되어 있지 않았고 지표가 우리나라 공무원이 족용하고 있는지가 의문이 드는 것이다. 따라서 국내연구와 해외연구를 검토하고 공직가치를 대분류와 소분류를 하였다. 이를 공통항목별로 공직가치를 재분류 하였다.

Abstract

This research aims to embody the concept of public employment value and make it measurable in the future. To this end, the purpose is to (1) organize the concepts through literature searches on domestic and foreign public employment values, (2) reclassify the factors that affect public employment values, and (3) design indicators that can measure public employment values. It can be said that public employment value is a value that all members belonging to a government organization must pursue in common. However, public employment value is very complicated with a concept that includes various values ​​ such as democratic value, professional value, ethical value, and public interest value. Researchers categorized public employment values ​​accordingly. However, the value of public employment has not been properly established, and it is doubtful whether the index is used by Japanese civil servants. Therefore, we examined domestic research and overseas research, and classified the public employment value into major and minor categories. This was reclassified by common items.
