공공기관 공직가치의 특성과 현실: 민주적 가치의 갈등상황을 중심으로

초록

본 연구는 공공기관의 공직가치를 5개의 유형으로 구분하여 공공기관 공직가치의 내재화 정도, 공직가치 갈등상황에서 민주성의 선택 정도, 그리고 공직가치유형이 조직몰입과 직무만족에 미치는 영향을 살펴보았다. 분석자료는 2017년 4월 공공기관 종사자 500명에 대해 온라인 조사방식으로 실시한 공공부문 종사자의 직무 인식조사를 활용하였다. 분석결과, 첫째, 공공기관 및 종사자들은 중앙부처보다 윤리적, 민주적, 전통적 가치의 내재화 정도가 약하고, 혁신적, 전문적 가치의 내재화 정도는 높게 나타났다. 둘째, 조직이나 개인이 윤리적 규범적 가치가 높으면 민주성보다는 효과성을 선택하였으며, 셋째, 조직과 개인의 민주적 가치나 전통적 가치의 내재화 정도가 차이가 클 경우 민주성보다는 효과성이나 혁신성을 선택한 것으로 나타났다. 정책적 시사점은 공공기관의 공직가치 강화를 위한 기관노력과 조직과 개인의 민주적 가치에 대한 관심을 높이고 윤리적이고 규범적 공직가치의 지나친 강조는 유의할 필요가 있다는 것이다.

Abstract

This paper examines embedded public values and their conflicts with democracy in public employees and organizations of Korea. The public values are classified into five categories including ethical, democratic, innovative, professional, traditional values. Data was collected through online survey from 500 public institutions' employees in 2017. The result of the descriptive analysis, first, is that public institutions' employees are more strongly embedded in innovative and professional values than government employees and vice versa in ethical, democratic, and innovative value. Secondly, as the result of regression analysis, public institutions as an organization as well as their employees as individuals both tends to choose the value of effectiveness rather than that of democracy in the conflict between them if those are strongly embedded in e thical v alues. Thirdly, if t he g ap o f values in d emocratic and traditional values is bigger between the organizations and their employees, the employees are likely to choose the value of effectiveness and innovation rather than that of democracy. The paper implies that stronger emphasis on ethical values may impair the selection of democratic values in their decision making.
