지방공기업 경영평가제도의 변화와 과제 : 성과관리적 시각에서 2008년 제도개편을 중심으로

지방공기업의 성과관리체제 중 하나인 경영평가제도는 관련 이해당사자의 욕구와 환경변화에 적응하고자 많은 변화를 가져왔다. 그중 2007년도 경영평가(2008년 시행)는 기존제도를 대폭 수정하였는데, 이 연구는 이러한 변화를 성과관리라는 틀에서 점검하였다. 점검결과, 과거의 제도보다 성과관리를 위한 다양한 변화가 확인되는 것은 사실이나, 아직도 여러 개선과제를 가지고 있는 것이 현실이었다. 향후 경영평가제도가 공기업의 성과관리체제의 주요한 수단으로 제대로 기능하기 위해서는 경영평가단의 다양화와 전문성 제고 노력의 강화, 평가지표의 체계화와 중복 문제의 해소, 평가방법에서 목표사정, 개선도, 달성도 평가방식의 조화, 고객만족도 조사결과의 내실화된 피드백 필요, 평가결과의 적기 환류를 통한 개선노력의 시차 발생 억제, 이의신청 기능 및 상호검증체계의 구축, VPS를 활용한 경영평가 비용의 절감, 정보공유 및 학습기회 확대, 상위평가 및 성과관리 시스템의 체계화 등에 보다 많은 관심이 요구되었다.
Abstract
Local Public Corporations(LPCs) was managed by the performance evaluation. But the institution has argued many weak points; evaluator's speciality and objectivity, poor adoption of the evaluation effects, weak co-learning system, excessive competition and so on. So many changes of the institution was generated in 2008. This study reviewed the changes on the performance management perspectives, and made a search for a few alternatives for the institution's improvement. First, the evaluators must enrich their experiences and judgement objectively, and reflect the individual corporation's conditions. Second, evaluation method and indicators must be simple and measurable, evaluatation effects are shortly returned to LPCs. Third, the LPCs apply the institution for learning, self-management, and Benchmarking of the other's superior innovation cases. Finally, evaluation must stimulate and motivate the LPCs' innovation.
