협동과 경쟁은 조직 현상의 핵심적인 개념임에도 불구하고 이를 조직의 맥락에서는 연구된 바는 적다. 연고주의 또한 한국인의 행동을 설명하는 데 매우 중요한 현상임에도 불구하고 연고주의가 공공조직에서 관료의 행동과 조직의 효과성에 어떠한 영향을 주는지에 대한 연구도 매우 빈약하다. 이 글은 공공 조직에 있어서 협동, 경쟁, 연고주의가 어떤 의미를 가지고 있는지를 분석하고 이들이 어떤 관계를 가지는가를 분석하기 위한 개념적 틀을 마련하고자한다. 또한 능률적 경쟁과 협동, 그리고 창의적인 독립 행동을 조직 효과성의 핵심적인 독립변수로서 이해하고자 했다. 협동에 연고주의가 과도하게 개입되면 담합이 되고, 경쟁에 연고주의가 과도하게 개입되면 갈등이 일어날 수 있다. 그러나 연고주의는 보편적 규범의 보완제로서 사회자본의 형성에 긍정적으로 기여할 수도 있으며, 또한 고도의 신뢰성과 탁월한 능력을 요구하는 대리인과의 계약에는 유용할 수 있다는 점도 밝힌다.
Abstract
Although cooperation and competition are crucial concepts in organizational phenomena, few have examined them in organizational context. Moreover, despite the importance of cronyism and nepotism in explaining Korean behavior, especially that of bureaucrats, the number of studies that address how cronyism is related to bureaucratic behavior and public organizational effectiveness is very limited. This paper explores the meaning of ‘Korean cronyism’ and its relationship to cooperation and competition in public organizations. Efficient cooperation and competition, and creative independent behavior, form the basis of organizational effectiveness. Excessive cronyism has the tendency to turn cooperation into collusion and competition into corruption. But cronyism can contribute positively to the building of social capital and can be beneficial in contracts with agents demanding a high level of trust and performance excellence.
