초록

본 연구는 사회자본의 유용성에 대한 논의가 공직사회를 대상으로 해서도 여전히 유효한가를 경험적으로 분석해 보고자 하는 데 목적이 있다. 이를 위해 본 연구에서는 공공조직의 사회자본 구성요소를 신뢰･규범･네트워크로, 조직효과성은 조직성과를 구성요소로 하는 구조방정식모형을 설정하고 각각의 측정지표를 도출한 다음 이를 정부기관인 산림청과 소속기관에 직접 적용하여 분석하였다. 분석결과, 신뢰･규범･네트워크를 구성요소로 하는 공공조직의 사회자본이 통계적으로 유의미하게 조직성과에 긍정적인 영향을 미치는 것으로 확인되었다. 또한 영향력의 크기는 규범이 가장 컸으며, 다음으로 신뢰, 네트워크의 순서인 것으로 분석되었다. 이러한 분석결과는 공공조직의 효과성을 제고하기 위해서는 공식적인 제도와 시스템 외에 구성원들 사이에 호혜의 규범이 확립되도록 하는 일이 무엇보다도 중요하다는 것을 시사한다.

Abstract

The purpose of this study is to analyze empirically whether the argument on the usefulness of social capital is also applicable to public organizations. For this purpose, it is assumed that trust, norms and networks are three main components of social capital in public organizations. The organizational effectiveness was estimated by using a structural equation modeling based on organizational performance. Several indicators for each variable were drawn from previoius studies. The data were collected from a number of members in several government agencies such as Korea Forest Service and its subsidiary organizations for analysis. The result shows that social capital of public organizations based on trust, norms and networks contributed positively to the organizational performance significantly. The order of significance of these components can be arranged as follows: norms, trust and networks. The result also shows that the most important thing to do to improve effectiveness of public organizations is to establish the norms of reciprocity among members.
