실용주의와 행정학- 듀이(J. Dewy)의 도구주의와 탐구논리를 중심으로 -

행정학은 학문의 성격상 실천과 실제를 강조하는 실용주의적 가치와 방법론을 토대로 발전해 왔다고 볼 수 있다. 실용주의는 인간의 생존 조건 향상에 기여할 수 있는 현실적이고 실제적인 지식을 진리로 간주했고, 경험과 사실에 근거한 판단을 중시했으며, 올바른 행동 대안의 선택을 위한 문제해결의 탐구의 논리를 제시했다. 이러한 입장은 듀이(J. Dewy)에 의해 체계화 되었다. 이러한 듀이의 입장은 진리의 실용성을 강조하는 도구주의와 문제해결을 위한 탐구의 논리학으로 정립되었다. 본 논문은 이러한 실용주의의 인식론의 관점에서 행정학 이론을 검토해 보았다. 윌슨(W. Wislon) 이후의 초기행정학은 실용주의라기보다는 영국의 공리주의 전통에 더 가까운 것으로 파악하였다. 이후 1960년대 들어서면서 제기된 신행정학은 가치와 사실의 연결, 인간을 위한 사회과학, 사회적 형평성 등을 주장했으나, 연구 방법에 있어서 해석학이나 현상학적 방법을 주로 사용하여 실용주의 방법론으로 보기에는 어려움이 있다. 본 연구에서 실용주의와 행정학이 접목하고 있는 실질적 영역은 의사결정론과 정책과학론이라고 보았다. 의사결정론과 정책과학론은 수단과 목적, 사실과 가치를 연계하고, 수단의 분석과 선택에 있어서 검증과 관찰의 방법을 강조했으며, 사실의 발견보다는 문제해결의 대안을 발견하고자함으로서 실용주의적 기본 가치와 방법론을 공유하고 있다고 본 것이다.
Abstract
Public Administration is the practical and applied social science. It is concerned with the real world and problem solving processes of our own time. It’s philosophical base is utilitarianism and pragmatism. John Dewy sets up the pragmatism as a instrumentalism and the inquiry logic. W. Wilson(1887) and early P. A. theories are connected with the utilitarianism. They had studied to find the principles of administration. In 1960s, New Public Administration emphasized value orientation. As the discipline of social science, Public Administration Theory should have connected with ethics and values. This perspective could be considered as a qualitative utilitarianism of J. S. Mill. Since 1960, Decision Making and Policy Science appeared as a new discipline in P. A. Theory. This discipline is influenced by the John Dewy’s pragmatism. They emphasized the value orientation. Fact and value, means and ends must be connected in decision making process with problem solving logic of inquiry. Knowledge is useful, only if it serves for human dignity. This is the main thoughts and methodology of pragmatism.
