저성장, 저물가, 고실업의 뉴노멀시대 새로운 행정환경에 맞추어 적절하고 공정한 행정서비스를 제공하는 것이 중요한 과제이다. 본 연구에서는 기존의 행정의 공공성과 공공가치에 대한 논의를 확장하여, 뉴노멀시대에 요구되는 행정의 목표와 정부의 역할로서 보장성의 기본적 공공가치를 논의하고, 이를 구현하기 위한 행정의 책임성과 자율성, 중립성, 다양성, 포용성 등 필요한 공공가치를 검토하였다. 1960-70년대 사회적 형평성을 강조한 신행정학, 행정의 적실성과 행정의 헌법적 가치를 강조하였던 블랙스버그 선언(Blacksburg Manifesto), 그리고 2000년대 민주적 시민의식과 시민에 대한 봉사를 강조한 신공공서비스론(New Public Service) 출현과 같이, 인본적 보장성, 공유된 책임성과 자율성, 적극적 중립성, 종합적 다양성, 그리고 포용적 공감성을 강조하는 新공공성 탐색에 본 연구가 출발점이 되기를 기대한다.
Abstract
The new normal era characterized by low growth, low price, and high unemployment has an important task to provide appropriate and equitable public services. In this study, we extend current arguments of publicness and public value to highlight basic public value of public administration goals and roles required for the new normal era. In addition, we review necessary public values such as responsibility, autonomy, neutrality, diversity and inclusiveness. New Public Administration in the 1960s and 1970s advocated social equity, Blacksburg manifesto in the 1980s highlighted relevance and constitutional values of public administration, and New Public Service in the 2000s emphasized democratic citizenship and service to citizens. Likewise, highlighting humanistic securing, shared responsibility and autonomy, active neutrality, comprehensive diversity, and inclusive empathy, this study begins to explore theoretical and practical aspects of new publicness.
