수많은 사회문제의 최종 책임을 부담해야 하는 정부, 그 정부의 존재 의미와 작동 원리를 담아내야 하는 행정이론은 책임 있는 정부, 자긍심 있는 정부를 어떻게 담아내고 있는가? 이 연구는 현대 행정이론을 구성하고 체계화시킨 기본 구조인 합리주의를 검토한다. 팬데믹 이후 각 공동체의 문제에 대처하는 책임 있는 정부의 역할과 존재 의미, 그리고 실행전략들이 논의되고 있는 지금, 산적한 사회문제들의 최종 책임을 부담하려는 솔직하고 대담한 정부와 관료를 위한 행정이론의 시작은 합리주의에 대한 비판적 검토와 극복으로부터 가능할 수 있다고 이 연구는 주장한다. 이론적 분석을 위해 이 연구는 책임 행정의 주요 이론과 이들에 대한 검증 연구들을 합리주의의 관점에서 검토한다. 이를 위해 합리주의 기반의 행정이론의 특징을 제시하고, 이를 근거로 책임행정 이론의 주요 학자들 사이의 논쟁을 분석한다. 이 연구에서는 행정행위의 기본 단위로서 행정 주체들을 도덕적 판단과 행위의 주체로 수용하고, 이들의 가치와 도덕 기준은 각 공동체의 특성과의 상호작용을 통해 형성되고 변화되어야 함을 논증한다. 연구의 결론으로서 이상의 이론적 분석이 한국 행정에 주는 이론적, 정책적 함의를 제시한다.
Abstract
How does the administrative theory, which has to maintain the value of the government's existence and the principle of its management, portray a responsible government and a proud government? This study examines the rationalism as the basic structure that constructed and systematized modern administrative theory. Noting that the responsible government's role, value of its existence and implementation strategies in dealing with the problems of each community after the pandemic are being discussed, this study argues that the beginning of an administrative theory for frank and fearless governments and bureaucrats to bear the final responsibility for numerous social problems is a critical review of rationalism. From the efforts, alternative ideas how to overcome problems brought by rationalism can be drawn. For theoretical analysis, this study reviews the main theories of responsible administration and their verification studies from the perspective of rationalism. To this end, the features of rationalistic administrative theory are presented, and debates among major scholars of responsible administrative theory are analyzed based on them. This study argues that administrative actors as the basic unit of administrative action are accepted as authentic subjects of moral judgment and action, and their values and moral standards should be formed and changed through interaction with the peculiarities of each community. As the conclusion of the study, the theoretical and policy implications of the theoretical analysis above for Korean administration are presented.
