Abstract
The issue of organizational silence has been receiving a lot of attention over the past 20 years. Existing studies have mainly focused on the internal organization. As a result, the limitation is that it has not been expanded outside the organization. Corruption is a typical deviant behavior committed by public officials and is a variable that adversely affects the public interest as well as the inside of the public organization. This study was conducted based on a survey of 237 public officials at J City Hall. In this study, we empirically analyzed the effect of organizational silence (acquiescent, defensive, pro-social silence) on the intention of corruption through organizational commitment. As a result, we found the results according to three types of organizational silences. First of all, pro-social silence had a negative (-) effect on corruption intentions (direct effect), and it also had a negative (-) mediating effect (indirect effect) through organizational commitment. Next, acquiescent silence had a positive (+) mediating effect (complete mediation) on the intention of corruption through organizational commitment. The implications through this study are as follows. First, it is important to prevent acquiescent silence in order to reduce the willingness of corruption. Second, it is necessary to reinforce the members' organizational commitment to block the process of silence leading to increased willingness to corrupt. Third, silence based on altruism (pro-social silence) can contribute to an increase in organizational commitment and a decrease in intention to corrupt. Through these empirical results, various practical and theoretical implications were presented.
