Abstract
Due to the rapid development of information and communication technology, discussions about the digital gap are actively taking place. Early research on the digital divide focused on the information imbalance and resulting socioeconomic inequality between those who have access to information infrastructure (internet and devices) and those who do not, as well as the impact of users’ different levels of internet skills on internet use. While research on the first and second digital divides has been extensive, studies on the third digital divide, which examines differences in internet outcomes resulting from internet use, are relatively lacking. This study explores how personal, social, and economic internet use influences the immediate, observable outcomes of internet use, using the 2022 Digital Information Gap Survey. The results indicate that active use of the internet for various purposes increases online participation. However, recipients of the basic livelihood security program have lower online participation compared to non-recipients. Notably, internet use for economic purposes mitigates the negative relationship between being a recipient and online participation. This suggests that job training and educational programs aimed at enhancing digital skills for socially vulnerable groups need to be practical and specific in content.
