Abstract
This study investigates the divide structures among Internet users in terms of digital access, literacy, and participation. Specifically, this study explores how such factors as gender, age, education, and income contribute to the unequal distribution of access, literacy, and participation among the people online and, further, examine how those three dimensions of digital divide are related to each other. A nationwide online survey(n=1,420) indicated the following results. First, while the overall level of Internet access was robustly high, there were still some disparities in Internet ownership and autonomy mainly according to education and income levels. Secondly, the most problematic divide structure was found with regard to the level of literacy, which encompasses online skills, web‐use diversity, and (perceived) web utilities. All four factors mattered to the level of digital literacy, yet age exhibited the strongest effects; older generations’ Internet competence and utilization were seriously limited. Third, the overall level of participation, in other words, content‐creating and capital‐enhancing activities online, appeared very low regardless of different gender, age, education, and income groups. There were also found some interesting relationships between access, literacy, and participation. The physical and environmental access to the information network functioned as an important basis for one’s literacy level and digital literacy significantly enhanced Internet‐mediated participatory activities.
