Abstract
The purpose of this study is to analyze digital divide factors influencing low income group's internet-based participation activities. In order to analyze them, I reviewed rationale of digital divide and conceptualized digital divide as IT usage abilities divide. As a result, I found that various IT usage abilities exercise influence on participation type according to abilities divide. Policy implications are suggested as follows. Above all things, to enhance internet-based social and economic participation, pc-based information production, information sharing and networking abilities should be facilitated. Also, usage abilities of mobile smart device need for internet-based social participation and usage abilities of pc and mobile smart device with low income group below one million won must be encouraged for internet-based economic participation. Finally, information education for the aged including underaged person is to be carried out.
