본 연구는 스마트도시 서비스 성과지표의 경향성을 분석하여 향후 성과지표의 활용방안을 모색하고 관리적 시사점을 제안하는 것을 목적으로 한다. 스마트도시를 추진하는 각 지방자치단체는 자율과 책임을 기반으로 자체적인 성과관리계획을 수립하고 평가하고 있으나, 이는 성과의 역설 또는 성과관리 왜곡 문제를 야기할 가능성이 있다. 자율적 성과관리가 이루어지는 경우에도 스마트도시 서비스의 궁극적 목표에 부합하는타당한 성과지표의 구성과 측정이 지속적으로 요구되고 있다. 이에 본 연구는 스마트도시 성과지표로 활용할 수 있는 지표 사례를 조사하고 지표의 경향성을 분석하였다. 지표의 사례로 공통지표, 지자체 기본계획 지표, 정부부처의 성과관리 지표 등 총 2,157 개의 지표를 조사하였다. 조사한 지표의 경향성 분석을 위해 1차적으로 스마트도시의영역과 부합하는 250개의 지표를 선별하였으며, 2차적으로 250개의 지표를 4가지 기준에 따라 분류하였다. 분석결과 성과지표는 시민체감도가 높은 분야 중점적으로 구성되어 있었으며, 정성지표 보다는 정량지표의 비중이 높았다. 성과의 성격 측면에서는산출 및 결과지표의 비중이 높았으며, 활용도와 효과를 성과로 측정하고자 하는 지표가다수 존재하여 결과지향적인 성과관리 지표가 제시되고 있음을 확인하였다. 분석결과를 기반으로 스마트도시의 개념과 본질적 목표를 고려할 때, 정량적(양적) 성과지표의단편적 적용 및 결과중심적 성과관리로 치우치는 경향에서 나아가, 정성적(질적) 성과지표를 균형적으로 활용해야 함을 제안하였다.
Abstract
This study aims to analyze the trends of performance indicators of smart city services, explore their future applications, and suggest managerial implications. Local government promoting smart city establishes performance management plans and evaluates their performance based on autonomy and accountability, yet this may lead to some negative issues such as paradox of performance or distortion of performance management. Even with autonomous performance management, continuous development and measurement of valid performance indicators aligning with the ultimate goals of smart city services are required. Therefore, this study investigated cases of performance indicators. A total of 2,175 indicators were examined. For trend analysis, 250 indicators relevant to smart city were initially selected, and subsequently classified according to four criteria. The analysis revealed that many indicators focused on citizen-centric services, with a higher proportion of quantitative indicators compared to qualitative ones. Additionally, there was a significant emphasis on output and outcome indicators, with many indicators aiming to measure performance in terms of utilization and effectiveness. This indicates the presence of result-oriented performance management indicators. Based on these findings, it is proposed that a balanced use of qualitative(subjective) performance indicators, in addition to quantitative (objective) ones, should be pursued.
