‘지속가능한 스마트 시티’는 시민 생활에 밀착되는 체감형 공공서비스를 제공하는데 주요 목적이 있고, 국민 중심 국정 운영을 기반으로 하는 정부혁신 방향과도 그 궤를 같이 한다. 시민들이 직접 체감할 수 있고 삶의 질 향상에 기여하고 있다고 인식하는 스마트 시티가 구현되기 위해서는 스마트 시티의 운영의 주체인 정부 혹은 공공기관의 역할을 견고히 해야 한다. 본 연구에서는 스마트 시티 운영에 필요한 조직관리 방안에 대한 이슈를 스마트 시티 관련 전문가들의 델파이 분석을 통해 도출하고, 도출된 이슈에 대한 현황 분석 및 개선 방안을 제시하면서 연구의 함의를 도출하였다.
Abstract
The main purpose of a “sustainable city” is to provide tangible public services that are closely related to citizens' lives, which is in line with the direction of government innovation based on citizen-centered government operation. In order to realize a smart city in which citizens can directly recognize that they are contributing to the improvement of the quality of life, the role of the public organization that operates the smart city services must be solidified. In this study, we present the organizational management issues which mainly include the requirements necessary for smart city operation derived by Delphi analysis with experts who perform smart city work or study about smart city. Based on these research results, this study provides a set of implications and caveats to public managers and practitioners from a public human resources management perspective.
