활강경기장으로 사용된 가리왕산을 복원하는 과정에서 이미 설치되어 있는 곤돌라를존치해 줄 것을 중앙정부에 요구하면서 갈등은 발생한다. 가리왕산 전면복원에는 곤돌라를 포함한 모든 설치물을 철거하는 것도 포함되어 있어서 약속을 지킬 것을 요구하는중앙정부(주무부처는 산림청)･환경단체측과 전면복원 약속을 지키지만 올림픽 유산으로서의 곤돌라를 존치하게 해달라는 정선군과 강원도간의 갈등발생 및 해소과정을 분석한 연구이다. 이해관계자들은 국무조정실의 제안을 수용하여 가리왕산의 합리적 복원을 위한 갈등조정협의체를 구성하였고, 2년간 14차례의 회의를 거쳐 합의안을 도출하였다. 주요갈등쟁점은 곤돌라 존치에 대한 법행정적 타당성, 경제적 타당성, 환경적타당성, 올림픽 유산으로서의 가치, 산림복원에 대한 대국민 약속 및 사회적 합의 등 다섯 가지였다. 2년여간의 조정과정을 통해 3가지의 합의안이 도출되었고, 주요 내용은3년간의 곤돌라 한시적 운영 이후, 곤돌라 철거 또는 유지에 대한 판단을 정부(산림청) 에 일임하는 것이었다. 판단의 기준과 방법 또한 정부에 일임함으로써 3년 후 정부의판단에 대한 정선군의 수용여부는 새로운 갈등으로 진화될 수 있는 여지를 남겨두고 있는 점은 합의안의 한계로 지적될 수 있다.
Abstract
In the process of restoring Gariwangsan, which was used as a downhill stadium, conflicts arise when Jeongseon-gun and Gangwon-do insist on maintaining that the already installed gondola be retained. The full restoration of Gariwangsan includes the removal of all installations, including the gondola. So it is a study that analyzes the conflict resolution process between Jeongseon-gun and Gangwon-do to keep the promise with the central government and environmental groups. Stakeholders accepted the proposal of the Office for Government Policy Coordination, and formed a conflict mediation consultative body for the rational restoration of Gariwangsan, and reached an agreement after 14 meetings over two years. There were five major conflicts: legal and administrative validity, economic validity, environmental validity, value as an Olympic heritage, public commitment to forest restoration, and social consensus. Through the two-year mediation process, three agreements were reached, and the main content was to entrust the government (Korea Forest Service) with the judgment on the removal or maintenance of the gondola after three years of temporary operation. The limitation of the agreement is that Jeongseon-gun’s acceptance of the government’s judgment three years later leaves room for a new conflict by entrusting the criteria and methods of judgment to the government.
