이 논문은 공공갈등의 진단에 해당하는 갈등영향분석을 실시하고, 해결 과정에 해당하는 갈등조정회의를 연계하여 갈등해결에 성공한 사례를 분석했다. 이 연구를 통해 갈등영향분석에서 도출한 이해관계자 집단, 그들의 이해관심사가 갈등조정과정에 효과적으로 활용될 수 있다는 것을 확인할 수 있었다. 또한 기존 연구에서 간과되었던 갈등영향분석과 갈등조정회의의 연계 시기가 매우 중요하다는 것과, 이해관계자 집단 중 적어도 하나가 그 연계 시기에 적극적인 역할을 해야 함을 알 수 있었다. 본 연구에서는 특히 총 14차에 이르는 회의 과정을 상세히 분석했고, 만장일치제와 대표성, 사업의 타당성 논의, 이해관심사에 대한 본격적 논의, 대안 도출과 대안에 대한 집단 의견 수렴 과정, 최종합의문 초안 작성과 그 초안에 대한 집단 내 의견 수렴 과정, 기술적이고 객관적인 논의 진행 등 갈등조정회의의 중요 요소들을 도출했다.
Abstract
This paper analyzes a successful resolution of a public conflict case. Participant observation of the author includes conflict assessment and mediation of the case. Through this study, it was confirmed that the stakeholder groups and their interests derived from the conflict assessment can be effectively used in the conflict resolution process of the mediation. In addition, it was found that the period of linking the two processes should not overlooked as was in previous studies. During the period, at least one of the stakeholder groups should play an active role to persuade the others to join the mediation process. In particular, this study analyzed the 14 meetings in detail. The stakeholders became more familiar with the ground rules. They solved the delicate problems of representativeness. Some more topics, such as necessity of the project, in-depth discussion of interests, process of gathering opinions on some possible solutions from their own groups, were discussed during the mediation to reach the final agreement.
