국가 개입의 제3자성에 관한 연구: 이민자 사회통합프로그램에 대한 적용

이 연구는 근대시대의 국가관이 정립되고 현대 행정국가관으로 이어지게 된 경위 파악을 위해 마키아벨리와 홉스 및 애덤 스미스의 고전을 정리하였다. 이를 통해, 우리가부지불식간에 당연시해 온 국가 주도적 지원정책에 내포된 제3자성이 인간 본성이 갖는야수성과 위험성에 기초하여 개인의 존재와 개인 간 관계의 의미를 경시하고 절대적 위치에서 통제하거나 시혜적으로 사업을 시행하면 충분하다는 태도에 근거하고 있음을 밝힘으로써, 그 반대편의 아리스토텔레스와 15세기 전반기의 시민인본주의(Umanesimo civile). 그리고 제노베시(A. Genovesi)의 시민경제론를 계승한 보충적 국가 개입의 제3자성을 대안으로 제시하는 데 목적을 두었다. 제3자성의 대칭적 모습을 적용할 수 있는 정부 지원정책의 사례로서, 이 연구는 5개의 이민자 사회통합 교육프로그램을 선별하여 그 운영 방식과 정책내용을 참여관찰과전문가 심층 면접 결과를 통해 비교 분석하였다. 마지막으로 이 연구는 모든 이론적 논의와 정책사례를 기초로 Strauss & Corbin(1998)의 근거이론접근법을 통해 추출한‘개인의 재발견’, ‘관계성’, ‘맥락성’, ‘연대성’이라는 핵심 범주 4개 요소와 종합함으로써 보편타당한 국가 및 정부개입의 방향과 근거를 정책적 시사점으로 제시하였다. 일련의 실증분석을 통해 이 연구는 시민적 덕성에 기초한 개인의 독자성과 맥락적 중요성그리고 개인 간의 관계가 만들어내는 유복한 사회적 삶은 보충적 국가 개입의 제3자성을 통해서만이 가능하다는 정책적 함의를 강조하였다.
Abstract
This study reveals the inherent nature of the thirdness embedded in state-driven assistant policy, which we have unconsciously taken for granted, disregards the significance of individual existence and interpersonal relationships, based on the bestial and dangerous aspects of human nature. It demonstrates that such policies are founded on the attitude that deems it sufficient to exercise control or implement projects from an absolute position. Instead, this study proposes an alternative role of the thirdness for subsidiary state intervention, drawing on Aristotle, civil humanism(Umanesimo civile) in the early 15th century, and A. Genovesi’s civil economic theory. It emphasizes the individual autonomy and contextual importance based on civic virtues and highlights the potential for a prosperous social life created by the relationships among individuals. As examples of assistant policies implementing such symmetrical thirdness, this study selectively compares and analyzes the operational methods and policy contents of 5 immigrant social integration programs of Korean government through participant observation and in-depth interviews with experts. Lastly, this study presents policy implications for the universal direction and rationale of government intervention by synthesizing the four core categories, such as ‘rediscovery of individual’, ‘relationship’, ‘contextuality’, and ‘solidarity’ extracted through the grounded theory procedures and techniques of Strauss & Corbin(1998).
