Abstract
This study investigates the impact of malicious complaints on burnout among frontline public servants in South Korea, with a particular focus on the moderating role of perceived usefulness of government protection policies. Malicious complaints—such as excessive demands, verbal abuse, non-verbal aggression, and physical threats—are increasingly recognized as severe emotional job demands in the public sector. Drawing on the Job Demands–Resources (JD-R) model, this study examines whether perceived policy support acts as a mitigating or amplifying factor in the relationship between citizen incivility and employee burnout. Based on survey data from 442 frontline civil servants in Seoul, hierarchical regression analyses reveal that verbal and physical abuse significantly increase burnout levels. While the perceived usefulness of protection policies generally reduces burnout, its interaction with malicious complaints shows a paradoxical effect: in several cases, stronger perceived policy support is associated with heightened burnout. These findings highlight a dissonance between policy expectations and lived experiences in the field and call for practical improvements in the implementation and credibility of protection measures for public employees.
