Abstract
Contemporary public administration is marked by increased uncertainty and complexity, making it progressively challenging to address issues solely through traditional bureaucratic methods. To improve organizational performance in such environments, organizational citizenship behavior (OCB), which relies on employees’ autonomy and sense of responsibility, has become a focal point. This study investigates the impact of supervisors’ charismatic leadership on public employees’ OCB and explores whether perceived organizational justice moderates this relationship. Data were collected from 1,012 responses from central and local government officials who participated in the 2024 Public–Private Organization Members’ Perception Survey conducted by the Korea Institute of Public Administration. Hierarchical multiple regression analysis was utilized. The results demonstrate that charismatic leadership significantly positively influences OCB, with organizational justice enhancing this relationship as a moderating factor. These findings indicate that charismatic leadership fosters employees’ voluntary and pro-organizational behaviors, with its effect being amplified when employees perceive the organization as being managed fairly. By integrating social identity theory and social exchange theory, this study provides empirical evidence on the contextual conditions under which leadership is effective in the public sector and underscores the necessity of fair personnel and organizational management, alongside leadership development, as critical strategies for enhancing organizational performance.
