지방재정 위기와 로컬 거버넌스의 역할

The Role of Local Governance on Overcoming An Emerging Local Fiscal Crisis in Korea

초록

지방정부는 재정자율성에 기초한 다양한 정책을 수행할 때 자기책임성이 부여된 만큼 절차적 정당성에 근거하여 자원의 효율적인 배분과 산출을 극대화할 수 있어야 한다. 하지만 효율성에 근거하기보다 선심성 지출, 방만한 경영으로 재정건전성화 위협을 받는다. 지방재정위기의 근본적인 원인은 거버넌스의 실패에서 기인된 구조적 문제라는 점에 초점을 맞추어 이를 내･외적요인에서 기인된 관리능력의 부재로 규정하였다. 본 논문은 지방재정위기와 로컬거버넌스 관점에서 논의하였다. 이를 위해 미국, 일본의 재정위기와 그 대응을 로컬거버넌스차원에 분석함으로서 재정위기의 가능성과 위기관리에 대한 정책적 함의를 도출하였다. 첫째, 중앙정부는 지방재정의 자율성확대를 위한 전략과 감사 등의 활동이 전제되어야 한다. 책임축소보다는 지방재정건전화를 위해 지방재정의 자율성을 확대하는 법･제도 구축노력이 필요할 것이다. 또한 지방자치단체의 방만한 재정운영을 근절하기 위한 ‘재정파산제도 도입’의 계기로 삼아야 할 것이다. 둘째, 지방정부는 거버넌스의 주체로서 재정건전성 강화를 위해 자기책임성을 확보해야 한다. 거버넌스의 부재 또는 거버넌스 실패로부터 기인되어 방만한 경영 등 도덕적 해이는 거버넌스 관점에서 치유되어야 할 것이다. 셋째, 지방재정의 투명성 증진차원에서 상당한 정보와 전문성을 갖춘 주민과 시민사회단체들의 상호작용이 필요하다. 결론적으로 지방정부는 행･재정의 건전화를 위한 로컬 거버넌스의 주체적 역할이 되어야 하며, 주민, 시민사회단체 등 상호작용을 강화하는 로컬 거버넌스적 노력을 증대시켜 나가야 할 것이다.

Abstract

Local governments are able to allocate resources efficiently and effectively when they were given adequate local fiscal autonomy and own fiscal resources. Unfortunately, when local governments excessively depend their fiscal resources from the central government, while lacking their own fiscal resources and proper institutional and political monitoring systems, local leaders might have incentives to engage in moral hazard behavior, resulting in fiscal inefficiency and unsound fiscal practices. In this paper, we argue that the current emerging local fiscal crises in Korea are in large part attributable to the lack of local governance system, resulting from the lack of fiscal autonomy, heavy dependence on central resources, and rent-seeking behavior by local political leaders and bureaucrats. By comparing and contrasting the causes of local fiscal crises experienced among the United States, Japan, and Korea, focusing on local governance perspective, we attempt to draw policy implications concerning the possibility of local fiscal crisis and its proper management in Korea. Above all, we argue that the central government should provide more fiscal resources back to local governments for a proper functioning of local fiscal autonomy. In return for that, we also argue that local governments must be responsible for their own fiscal soundness based on transparent, responsible,and efficient fiscal behavior. To instill local fiscal discipline, we suggest that it is worthwhile to consider an introduction of municipal bankruptcy law, which is implemented in state and local governments in the United States. Second, we argue that local governments must establish a proper local governance system to avoid unsound and irresponsible fiscal behaviors by local political leaders and bureaucrats. Likewise, we argue that active citizen participation in local fiscal affairs are necessary to promote local fiscal discipline and transparency. In sum, local governments should exercise proper role in introducing workable local governance system by actively interacting with citizen and other stake-holders.
