한･미의 지방정부 재정위기 발생과 대응에 관한 비교 연구

최근 글로벌 금융위기로 인해 지방정부의 재정운영에 어려움이 제기되면서 재정의 건전운영에 대한 관심이 크게 증가하고 있다. 미국은 지방재정 위기관리제도를 법제화하여 오래전부터 시행하고 있으며 유럽 국가의 경우 대부분 감시와 규제의 사전규율제도를 엄격히 운영하고 있다. 이 논문은 우리나라 지방정부의 재정위기에 적절히 대응할 수 있는 방안을 찾기 위해 미국의 지방재정위기관리제도와 지방정부의 재정위기 발생시의 연방정부와 주정부의 대응방식을 연구한다. 그리고 실제 재정위기가 발생했던 뉴욕시, 오렌지카운티, 디트로이트시 등 미국의 지방정부를 대상으로 지방정부의 재정위기 발생원인과 이에 대한 대응을 분석한다. 그런 후에 우리나라 지방정부의 재정위기 관리체계와 비교하여 지방정부의 건전한 재정관리를 위한 함의를 제시하고 있다. 제시하고 있는 구체적인 함의는 우선 중앙과 지방간 재정관계의 재조정이 있어야 한다. 특히 세출권한과 세입권한의 비대칭성을 완화할 수 있는 근원적인 제도개선이 필요하다. 그리고 재정운영방식의 개혁이 있어야 한다. 지방재정의 건전성과 자율성을 강화하기 위해서는 중앙정부의 변화만을 기다리는 것이 아닌 지방정부 스스로 지방재정기반을 확대하려는 선행적 노력이 있어야 한다. 지방정부 스스로 지방재정의 구조와 운용방식에 대한 분석과 진단을 통해 지방재정에 스며있는 비효율성을 제거하여 재정의 건전성을 확보하려는 노력이 있어야 하는 것이다.
Abstract
Due to the recent global financial crisis, interests in the soundness of the financial operations has increased significantly as the difficulty in financial management of local governments raised. The United States has enacted and implemented the local financial crisis management operation system and the most European countries have managed the pre-governed system of monitoring and regulation strictly. This paper has studied responding methods of the federal and state governments of US when the local governments’ financial crisis occurred and local financial crisis management system to find out ways to response properly for the financial crisis of local governments in South Korea. In order to do that, the cause of the financial crisis and the responses of local governments in US had to be analyzed in detail, for the New York City, Orange County and Detroit City experienced a financial crisis. Then, through comparison of the financial crisis management system of local government in South Korea with that of US, the implications for the sound financial management of local governments have been suggested. The suggested concrete implications showed the restructuring financial relationship between the central government and local governments. In particular, for mitigating asymmetry of revenue and expenditure authorization the innovative improvement is needed and reform for the ways of financial operations has be implemented. In order to strengthen the soundness and autonomy of local finance, local governments have to be proactive to expand the local financial infrastructure rather than just waiting for the changes of the central government. Local governments themselves through the analysis and diagnosis of the structure and operation method of local finance put efforts to remove inefficiencies that permeated the local governments for ensuring the financial soundness.
