한국적 타운미팅의 가능성과 한계에 관한 연구 : 평택 채소마을 사례를 중심으로

본 연구는 대의 민주주의를 보완할 수 있는 시민의 직접･참여･심의 민주주의의 한 도구인 타운미팅(town meeting; 또는 타운 홀 미팅)에 천착해, 그 정치적 의미와 한국적 적용가능성을 살펴보기 위한 연구이다. 연구는 현재 한국에서 실시되고 있는 타운미팅의 한 사례를 발굴하여 현황과 진행과정, 그리고 시민참여와 정책결정과정의 유효성, 자치 권력으로서의 기반을 가지고 있는지에 대해 분석을 시도했다. 사례는 경기도 평택시 진위면 하북2리의 채소마을을 대상으로 사례 연구(case study) 연구방법론(methodology)을 적용했다. 분석결과, 평택시 채소 정보화마을은 타운미팅의 제도 지속성을 유지하고 있으며, 또한 안정적인 기제로 정착할 수 있는 가능성이 높았다. 그러나 타운미팅의 민주적 적용 가능성에도 불구하고 단점이 존재한다. 때문에 이를 극복하기 위해 형식적 제도화가 아니라 작동원리로서의 타운미팅 적용이 모색되어야 할 것이다. 그리고 구성원들 간의 신뢰와 협력을 제고할 수 있는 사회적 자본과 타운미팅의 제도화, 의사결정과정과 집행의 신속성 강화, 정책결정이후의 피드백과정, 구성원들의 자발적인 참여가 확대되어야 할 것이다.
Abstract
This study is a case study on its political meaning and Korean applicability by scrutinizing a town meeting which is a form of a citizen's direct participatory democracy. This study is trying to analyze the present situation and process of a town meeting by discovering the cases of a town meeting which is currently implemented in Korea, and whether it has effectiveness in citizens’ participation and policy-making process and the base as autonomous power. This study targeted a vegetable village at Pyeongtaek-si, Gyeonggi-do as its case study. As a result of analysis, the Pyongtaek-si vegetable village was found to maintain the system durability of a town meeting and also to have a high probability of setting the town meeting as a stable mechanism. However, there exists a shortcoming as well despite its democratic applicability. Therefore, it’s necessary to inquire into the application of a town meeting as a level of performance properties other than formal institutionalization in order to overcome it. In addition, there is a great need for social capital, and feedback process after policy-making for boosting the trust and cooperation between members, and expansion of members’ spontaneous participation.
