지방선거와 현직효과 : 2010년 지방선거를 중심으로

초록

한국의 지방선거는 중앙정치와 지역주의의 정당 영향이 매우 강한 특징을 보여 왔다. 본 연구는 현직의 후보요인에 중점을 두고 지방적이고 단기적인 요인이 2010년 지방선거에 미치는 영향을 분석함으로써 지방 선거과정의 의미를 재조명하고, 현직의 이점이 공직을 달리하는 지방선거에 미치는 영향력을 비교함으로써 현직효과에 대한 이해를 높이고자 하였다. 분석결과, 정당요인이 지배적인 영향을 미치는 것은 사실이지만, 현직의 후보요인 역시 당선이나 득표율에 중요한 영향을 준다는 것을 발견할 수 있었다. 특히 단체장선거의 현직효과가 지방의원선거보다 크며, 지방의원선거 중에 기초가 광역보다 큰 것으로 나타났는데, 전자의 경우 지명도가 높기 때문에, 후자는 주민과의 근접성이 높이 때문으로 해석될 수 있다. 또한 소속 정당이나 지역, 도시유형에 따른 차이도 유권자의 선거관심과 후보 인지수준이 현직효과의 중요한 요인임을 확인시켜 주는 것이었다.

Abstract

It is a distinctive feature that the influences of national politics and regional party supports are quite strong in the local elections. Focusing an incumbency advantage which is a local and short-term factor, this study analyzes its impact on the electoral outcomes with the aggregate data of the 2010 concurrent local elections. It shows that the party factor is quite strong, but the candidate factor of incumbency also has an important effect on candidates’ winning as well as their vote rates. The incumbency effect is much stronger in the mayor election than the local council member one. Among the local council member elections, its effect is stronger in the lower-level than the higher-level. The result confirms incumbent candidates enjoy the recognition effect of their names.
