주민자치회 시범실시에 대한 성과 분석

본 논문에서는 주민자치회 시범실시 과정에서 나타난 성과와 문제점 등을 분석하고, 그문제점을 해소하기 위한 정책대안을 모색하였다. 주민자치회 시범실시의 주요성과로는 공무원과 주민의 주민자치 인식과 주민자치회 위원의 위상 제고, 주민의 자치권한을 확대시킬 수 있는 계기 마련 등을 들 수 있다. 주민자치회 시범실시 중에 나타난 문제점으로는 주민자치회 모델(협력형)의 적정성, 주민자치회 위원의 선출방식, 주민자치회 위원의 위상과 역량 부족, 주민자치회의 사업 범위와 내용의 불명확, 주민자치회의 지속적인 재원 조달방안 불투명 등을 들 수 있다. 이상의 문제점을 해결하기 위하여 주민자치회 위원의 신분을 법과 조례에서 명확히 규정하고, 주민자치회에 사무국을 설치하고 유급 상근직원을 배치하여야 한다. 주민자치회에실질적인 기능을 부여하기 위해서는 읍면동이 수행하고 있는 사무 중 주민자치회가 처리하는 것이 효율적인 사무를 우선적으로 위탁하고, 현행 시군구의 사무 중 읍면동에서 수행하는 것이 효율적인 사무 중에서 추가로 주민자치회에 위탁이 가능한 사무를 발굴하여야한다. 주민자치회의 구성과 운영에 관한 법률을 제정하여 주민자치회의 위상과 사기를 높이는 것이 필요하다.
Abstract
This study aims to evaluate model project of residents autonomy council, and findspolicy alternatives to solve these problems. The model project of residents autonomycouncil got several achievements such as the improvement of the communitymember’s status and recognition of residents autonomy council. In the same time, however, the adequacy of residents autonomy council model(cooperative), lack of capacity in the council’s members and uncertain boundaryof the council’s business was raised during the model project of residents autonomycouncil. To solve those problems, the member of residents autonomy council has to belegally stated. Moreover, residents autonomy council should operate executive officewith full-time employees. Consigning business to residents autonomy council andlegislating the establishment and management of residents autonomy council shouldalso be implemented in order to invigorate residents autonomy council.
