지방자치단체 청소년복지행정조직의 운영실태 및 개선방안: 청소년상담실 운영을 중심으로

본 논문은 현재 지방자치단체의 청소년복지행정기능 중 상담기능을 핵심업무로 수행하는 청소년상담실을 중심으로 조직관리적 차원에서 어떠한 문제들이 노정되고 있으며, 이를 개선하기 위한 정책적 방향은 무엇인가를 제안하는데 연구목적을 두고 있다. 지방자치단체의 조례에 의하여 설치되는 청소년상담실의 실태와 문제점을 분석하기 위하여 조직형성적 측면, 운영체계적 측면, 그리고 상담관리적 측면에서 그 실태을 분석할 수 있다. 우선 조직형성적 측면에서는 지방자치단체내의 청소년상담실 설치와 상담기능조직체계의 적절성 측면으로 구분하여 분석하고 있다. 둘째로 운영관리적 측면에서는 상담실을 운영하는 조직과 인력 그리고 재원과 관련된 내부적 운영체계 측면, 그리고 상담실의 운영방식과 행정계층간 협력관계와 연관된 외부적 운영체계 측면으로 구분하여 분석하였다. 마지막으로 상담관리적 측면에서는 상담실적과 사업실적으로 구분하여 실태와 문제점을 분석하고, 개선방안을 모색․제시하였다.
Abstract
There has been a renewal of interest in juvenile welfare, especially juvenile counseling. From the public to the private sector and from the central to the local government, juvenile counsel has been viewed as a way to solve juvenile problems. The purpose of this study is to inquire into the actual conditions and problems of the juvenile counsel center in local governments and suggest programs to improve the juvenile counsel center. For this purpose, this study consists of three analyses; organization (organizing the juvenile counsel center, adjusting the juvenile counsel functions, etc.), management (the system, manpower and budget for the juvenile counsel center in local governments, the relationship between the local government and the juvenile counsel center, etc.) and counsel (the actual results of the juvenile counsel center, etc.).
