직무 및 지역현황 분석을 통한 청소년상담복지센터 운영모형 개선방안 연구

현재 여성가족부에서 추진 중인 전국 단위의 CYS-Net 사업이 체계적이고 효율적으로 운영되기 위해서는 CYS-Net의 핵심 중추기관인 각 청소년상담복지센터의 저마다 다른 지역적 특성을 고려하여 현재의 운영방식을 개선할 필요가 있다. 본 연구는 이러한 현장의 실질적 필요성에 의해 청소년상담복지센터의 지역현황 및 직무실태를 분석하고, 이에 기반을 두어 청소년상담정책의 전달체계와 지역특성이 반영된 청소년상담복지센터 운영모형을 개발하고자 하였다. 지역유형별 특성 및 청소년상담복지센터의 직무실태를 분석한 결과, 지역유형별로 시․군․구 청소년상담복지센터의 지역적 특성에 유의한 차이를 보였으며, 시․도 및 시․군․구 청소년상담복지센터 간 직무 실태에는 중요도, 난이도 및 수행빈도에 대한 분명한 인식의 차이가 있는 것으로 나타났다. 마지막으로, 시․군․구 청소년상담복지센터의 지역유형별 직무실태 분석에서도 지역유형에 따라 수행하기 어려운 직무가 다른 것으로 나타났다. 이상의 결과는 청소년상담복지센터 운영모형 개발 시 시․도 청소년상담복지센터와 시․군․구 청소년상담복지센터간의 직무를 차별화하는 것이 필요함을 나타낸다고 볼 수 있다. 또한, 시․도 청소년상담복지센터는 시․군․구 청소년상담복지센터를 지도․지원할 때 각 지역유형에 따라 수행하기 어려워하는 직무 유형을 고려하여 차별화된 컨설팅을 제공할 필요가 있음을 시사하였다. 이상의 결과를 토대로 시․도 청소년상담복지센터와 시․군․구 청소년상담복지센터 운영모형의 개선점을 제언하였다.
Abstract
Regarding the quantitative expansion of CYS-Net, propelled by Ministry of Gender Equality & Family, now we need to take into account local characteristics of each area in order to manage and support more efficiently local youth counseling and welfare centers. This study focused on collecting on-site voice and reflecting the local characteristics to improve management model of youth counseling and welfare centers as more efficient delivery system. For this purpose, a variety of procedures were conducted through surveying youth counseling and welfare centers and direct meeting the field experts. The data of survey results, local characteristics, job situation of each center was analyzed comparing the metropolitan cities·provinces and cities·counties·special districts. Particularly, the regional type of cities·counties·special districts were re-classified into metropolitan borough, complex urban-rural city, rural areas by the local type and characteristics. Finally, based on the above findings, improvement of the management model of metropolitan cities·provinces and cities, counties and special districts were discussed reflecting local characteristics. In conclusion, the specific differences in characteristics between metropolitan cities·provinces and cities·counties·special districts were found and proposed to be reflected to the management model of youth counseling and welfare center.
