지방자치단체 인력규모 결정요인 연구: 지방자치단체 공무직을 중심으로

초록

본 연구는 정부 인력규모 결정요인에 관한 선행연구들을 바탕으로 지방자치단체 인력규모 결정요인을 분석하였다. 공무원 인력규모에 관한 기존의 연구와는 달리 본 연구에서는 비정규직 근로자의 정규직화로 최근 급증하고 있는 공무직 인력규모의 결정요인을 분석하였다. 245개 지방자치단체에서 공무직으로 전환 결정된 인력의 규모에 영향을 주는 요인들을 실증분석 한 결과, 지방자치단체 소재 지역의 면적, 지방의회 진보성향, 공무직 노동조합 크기, 지방공무원 인원 등 변수들이 공무직 인력규모 결정에 통계적으로 유의미한 긍정적인 영향을 미치는 것으로 나타났다. 이처럼 지방자치단체 공무직 인력규모는 행정수요 요인, 정치 요인, 내부 요인 등 복합적인 요인들에 의해 영향을 받는다는 것을 확인할 수 있었다. 향후 지방자치단체 공무직 규모가 급속하게 증가될 것으로 예상되는 가운데, 본 연구의 결과는 적정 규모의 공무직 운영에 중요한 함의점을 제시할 수 있을 것이다.

Abstract

This study examined what factors affected local government employee size based on the previous studies. Unlike other previous studies which dealt with civil servants size, we examined the size of public employees which have rapidly increased due to regularization policy for non-regular workers in the local government. After examining empirically the factors that influence the decision to convert to public employees in 245 local governments, we found that the decision was positively affected by the area size of local government, the progressive orientation of a local councilor, the size of public employee union, and the size of local civil servants. Likewise, the size of public employee in the local government was influenced by a combination of factors such as administrative demand, politics, and internal management rather than one factor. When we consider the public employees to be increased rapidly in the future, these results will provide us with meaningful implications for reasonable size for public employees in the local government.
