Abstract
This study empirically examines how fiscal expenditures on Community-Based Gift Certificate programs affect small business sales through actual Community-Based Gift Certificate transactions. The mediation regression analysis and bootstrap test were conducted using raw data from the 2021 and 2022 Statistical Business Register (DB), accessed through the SDC Analysis Center. The results indicate that all forms of fiscal expenditure have a statistically significant positive effect on Community-Based Gift Certificate transactions. However, only central government subsidies exhibit a statistically significant positive effect on the change rate of small business sales. Additionally, the results of the bootstrap analysis indicate that expenditures on the Community-Based Gift Certificate program mediates the relationship between the sales volume of Community-Based Gift Certificates and the rate of change in small business sales. This finding suggests that rather than exerting a direct effect, Community-Based Gift Certificate expenditures have the potential to strengthen the pathway through which subsidies contribute to small business sales via Community-Based Gift Certificate transactions.
