지역화폐는 사용 가능한 업종과 지역을 제한하여 이를 발행한 지역 내 소상공인을 보호하고 소비의 역외유출을 막아 낙후된 지역경제를 활성화하고자 하는 목적으로 도입되어 운영되고 있다. 하지만 본 연구의 분석 결과에 따르면 업종별로 지역화폐 발행 효과의 편차가 크게 발생하고 있어 다양한 지역화폐 가맹점 중에 일부 업종만이 지역화폐로 인한 혜택을 누리고 있는 것으로 나타났다. 사용 가능 지역을 발행한 지자체로 제한하는 지역제한 역시 지자체간 경제규모ㆍ재정여건의 차이에 따라 도입 취지인 낙후된 지역경제 활성화와는 부합하지 않는 부작용이 발생 가능하다. 본 연구는 통계청 빅데이터센터에서 제공하는 기업등록부DB 전국사업체 전수의 데이터를 분석하여 지역화폐 도입이 지역경제에 미친 영향을 다각도로 실증분석하였다. 또한 실증분석에서 활용한 데이터의 한계점을 보완하기 위해 경기도ㆍ서울특별시의 최근 지역화폐 이용 현황을 정리하여 분석한 결과, 본 연구에서 제기한 문제점(업종별ㆍ지역별 편차)을 최근 현황에서도 동일하게 발견할 수 있었다. 본 연구는 보다 효과적이고 효율적인 소상공인 지원을 위해 ①중앙정부의 지원은 온누리상품권으로 일원화, ②지역화폐 운영 방식의 보완, ③소상공인 직접지원 예산을 증액하는 등의 정책 대안을 제시한다.
Abstract
Local currency was introduced and operated for the purpose of protecting small business owners in the area that issued local currency by limiting the industries that can be used. In addition, it has the purpose of revitalizing the underdeveloped local economy by restricting the usable area to prevent outflow of consumption. However, according to the analysis results of this study, there is a large variation in the effect of issuance of local currency by industry. Among various local currency franchises, it was found that only some industries were enjoying the benefits of local currency. Regional restrictions that limit the usable area to the local government that issued it may also have side effects that do not match the purpose of the introduction of local currency due to differences in economic size and financial conditions between local governments. This study empirically analyzed the effect of the introduction of local currency on the local economy from various angles by analyzing the data of all businesses nationwide provided by the Statistics Data Center. In addition, in order to supplement the limitations of the data used in the empirical analysis, we summarized the current status of local currency use in Gyeonggi-do and Seoul. The same problem (disparity in benefits by industry and region) raised in this study could be found in the recent situation as well. For more effective and efficient support for small businesses, this study suggests policy alternatives such as ① unifying central government support with the On-nuri gift certificate, ② supplementing local currency operation methods, and ③ increasing the budget for direct support to small businesses.
