최근 지속가능발전 측면에서 지방자치단체의 역할이 주목받으면서 ESG 행정의 중요성이 부각되고 있다. 본 연구는 226개 기초지방자치단체를 대상으로 2023년의 지방자치단체 ESG 자료와 청년인구 순유입 변수를 활용하여, 지방자치단체의 ESG 제고가 청년인구 유입에 효과적일 수 있음을 실증적으로 분석하였다. 청년층의 경우 소비･일자리 선택 측면에서 ESG를 중시하는 경향을 보이며, 이러한 특성은 청년층의 지역 선택에도 영향을 미칠 수 있다. 분석 결과, 기초지방자치단체 ESG 점수 상승은 청년인구 순유입에 유의미한 정(+)의 영향을 미치는 것을 발견하였다. 특히 S 점수 상승이 그 순유입에 효과적이며, 비수도권 지역에서 그 유의미한 효과가 강하게 나타났다. 이는 지방소멸 문제를 주로 겪는 비수도권 지역에서 S(Social) 측면을 중심으로 한 지방자치단체의 ESG 강화 정책이 지역에 청년을 유입하고 인구소멸을 방지하는데 효과적임을 시사한다.
Abstract
As the role of local governments in sustainable development gains increasing attention, the importance of ESG-oriented administration has also grown. Younger generations tend to prioritize ESG in their consumption and employment choices, and these preferences may also influence their residential choices. This study empirically examines whether improvements in ESG practices of local governments contribute to attracting net youth inflows, using 2023 local government ESG data and youth migration variables from 226 basic local governments. Our findings show that higher ESG scores are positively associated with net youth migration. In particular, enhancements in the Social (S) dimension significantly drive youth inflows, with more pronounced effects in non-capital regions. These results suggest that strengthening the social aspects of ESG in local governance may serve as an effective strategy to attract young populations and address regional demographic decline.
