지역경제발전을 위한 새로운 정책 패러다임 모색

초록

이 글에서는 지역정책이 헌법적 기초를 갖는 국가 정책 의제 중 하나라는 점, 그리고 그것은 지역간 경제적 수렴을 위한 차등화 정책을 의미한다는 점을 강조하였다. 그리고 클러스터 정책 틀은 여전히 유효하며, 이를 토대로 인프라 정책을 보완한 정책 조합이 필요하다는 점을 주장하였다. 이러한 관점에서 참여정부 지역정책의 문제점을 조감하고 신정부의 정책이 참여정부의 정책과 다른 점, 광역경제권 구상 및 기초생활권 구상, 초광역개발권 구상 등 신정부 주요 정책의 쟁점, 향후의 지역정책 기조 및 신정부 지역정책 보완 방향, 수도권 규제 완화 관련 주요 연구 과제 등을 제시하였다.

Abstract

I presented a definition of regional policy as the policy for inter-regional economic balance through the catching-up process of lagged regions. On this definition the regional policies of the previous Roh Moo-hyun government and the present Lee Myung-bak government were compared. I argued that the cluster-based policy framework is still valid but should be complemented with infrastructure policies for the better policy-mix. The relationship between Seoul metropolitan area and the other regions, and the needed areas of future study were also presented.
