주민들의 지역간 인구이동에 대한 지금까지의 연구는 학업, 취업, 결혼, 기대소득, 교육 등과 같은 시장에서의 주요 변수들에 초점을 맞추었다. 본 연구는 재정정책이 수도권 인구집중의 주요한 원인이 될 수 있음에 주목하여 우리나라의 광역지자체간 및 기초지자체간 인구이동의 요인을 실증분석하였다. 기초지자체간 인구분석의 경우 Boadway and Flatters(1982) 모형에 입각한 순재정편익(Net Fiscal Benefit)이 지역간 인구이동에 미치는 영향을 실증분석하였다. 분석결과에 따르면 주택은 이주에 따른 투자 수단임이 확인되었고, 전세가격은 비수도권 지역에 한하여 지역간 이동을 완화시키는 것으로 나타났다. 또한 수도권의 순재정편익이 인구유입 요인으로 작용하지만, 비수도권에 대한 이전재원이 이러한 인구 유입을 억제하는 것으로 나타났다.
Abstract
Interregional migration is influenced by two major forces: market mechanism and government policies. Many previous studies on this issue have focused on market mechanism. In this empirical study, we investigated the effects of both market variables and fiscal variables. In particular, we estimated the effect of net fiscal benefit (NFB) a la Boadway and Flatters (1982) and found that the NFB of Seoul attracts migration while intergovernmental transfers play a countervailing force. We also found that housing costs is more related to investment value rather than living costs.
