본고는 수도권과 비수도권 간의 지역발전 격차를 실질적으로 개선하기 위해 지역혁신에 기반한 균형발전정책의 새로운 전략 방향을 제시하고자 한다. 지역혁신의 이론과 사례를 토대로 지역혁신정책의 역할과 범위를 조명하고, 역대 정부의 지역혁신정책이 실제로 어떻게 흘러왔는지를 살펴보고 나서, 균형발전정책의 새로운 패러다임으로 혁신생태계 관점에서 다음 4가지 전략적 과제를 제시하였다. 첫째 지역별 특성을 살린 첨단산업 생태계 조성이다. 대기업 본사를 유치하고 초광역 클러스터를 형성하여 지역을 첨단산업수도로 발전시켜야 한다. 둘째 특구를 활용한 지역의 산업혁신거점 구축이다. 각종 특구를 활용하여 지역이 육성할 미래산업 집적지에 지원을 집중하고, 기업과 연구소, 대학이 물리적 공간을 공유하고 융합기술을 실증하는 거대한 혁신거점을 제공해야 한다. 셋째 지역기업 수요에 맞춘 산학연 협력이다. 새로운 산학협력 비전과 전략을 제시하고 산업단지 내 산학융합지구 역할을 확대할 것을 제안한다. 넷째 지역혁신기관의 중재기능 효율화이다. 지역혁신 관련 효율적인 거버넌스를 구축하고, 지원기관을 통합 연계해야 한다.
Abstract
This paper aims to propose a new strategic direction for balanced development policies based on regional innovation to effectively reduce the development gap between the capital region and non-capital regions. Drawing on the theory and examples of regional innovation, the paper highlights the role and scope of regional innovation policies, examines how such policies have evolved under successive governments and presents four strategic tasks from the perspective of innovation ecosystems as a new paradigm for balanced development. First, advanced industry ecosystems tailored to regional characteristics must be created. This includes attracting the headquarters of large corporations and forming super-regional clusters to transform the region into a hub for advanced industries. Second, industrial innovation hubs need to be established at the regional level. By leveraging various special zones, policy support should focus on areas that will nurture future industries, providing the infrastructure for innovation hubs where companies, research institutes, and universities can share physical space and demonstrate convergent technologies. Third, industry-academia-research collaboration should be tailored to the needs of local enterprises. Setting a new vision and strategy for industry-academia cooperation and expanding the role of industry-academia convergence districts within industrial complexes are proposed. Fourth, it proposes the enhanced effectiveness of regional innovation organizations. Efficient governance related to regional innovation should be established, and based on this, relevant organizations within the region should be integrated and connected.
