동아시아 국가들의 민주주의 교훈: 민주시민교육의 필요성

초록

1986년 필리핀을 필두로 한국, 대만, 태국, 인도네시아 등 동아시아 국가들에 밀어닥친민주화의 커다란 흐름은 이후 민주주의체제로의 이행과 공고화과정에서 우리에게 많은교훈을 주고 있다. 민주화는 단순히 법․제도를 민주적으로 정비하고 개혁하는 것만으로민주주의를 보장할 수 없으며, 보다 실질적 차원에서 민주주의가 안정적으로 제도화되고공고화되어야 한다. 이에 따라 이 연구는 민주화가 추진된 동아시아 5개 국가들의 민주주의로의 이행과 공고화과정을 정치리더십과 시민사회 차원에서 살펴보고, 이들 국가들의정치과정 속에서 펼쳐지는 이들 정치 행위자들의 정치적 태도와 정향을 통한 역학관계가민주주의 공고화에 미치는 영향을 고찰하고자 한다. 특히 이 연구는 민주화 이후 민주주의로의 이행과 공고화과정에 영향을 미치는 민주적 정치문화, 즉 민주적 정치의식과 태도등 정치적 정향에 주목하여 민주시민교육의 필요성을 강조하고, 현실적으로 이들 국가들이다양한 민주적 경험과 시민교육을 통해 민주적 절차와 관행을 내면화하여 축적하는 민주주의 공고화과정을 제언하였다.

Abstract

The process of democratic transition and consolidation in East Asian five countries, the Philippines, South Korea, Taiwan, Thailand, and Indonesia, give a important lesson for us. Ordinary, institutional and procedural democracy after democratization could not guaranteed institutionalization and consolidation of democracy in these countries. For maintaining democratic political system for a long time, it needs more substantive democracy in the political process. According to this, this paper researched the process of democratic transition and consolidation in five East Asian countries. which was democratized, and explored the dynamic relations between political leadership and civil society in the political process of each countries. In conclusion, for maintaining substantive democracy for a long time, it needs to cultivate democratic political culture, which means democratic political attitude and orientation, and to strengthen democratic civil education for incubating democratic culture.
