Abstract
The purpose of this article is to examine the characteristics of Philippine democracy since 1986. For this purpose it focuses on two major questions by reviewing democratization process. First, it examines whether Philippine democracy after 1986 is same as that before 1970s or not. Second, it reviews what direction the democratization process in the Philippines turn towards, liberal democracy or illiberal democracy. Characteristics of Philippine democracy since the transition can be summarized as follows: First, political elites have continuously played important roles and functions since the transition launched. Second, features of Philippine democracy led by political elites since 1986 are closer to illiberal democracy than to liberal democracy. Third, there are some trends, in elite democracy after democratization, of the mass public’s increasing influence on politics though in a very restricted area such as regular elections. It is the main difference between Philippine democracy before the 1970s and that after the democratic transition in 1986. In summary, Philippine democracy since 1986 can be defined as illiberal democracy characteristic of a strong political elite orientation.
