원자력 정책갈등 해소를 위한 위험커뮤니케이션 구조분석 연구: SMCRE 모델 적용을 통한 원전지역주민과 일반국민의 인식구조 비교분석을 중심으로

본 연구는 원자력 분야의 정책갈등을 최소화하기 위한 일환으로서 원자력 위험 이슈를 둘러싼 커뮤니케이션이 어떠한 구조로 이루어지는지를 규명하고, 특히 원전시설의 물리적 근접도에 따른 수용자의 인식구조를 비교분석하기 위해 원전지역(원전지역 주민)과 非원전지역(일반국민)에 대한 수용자 조사를 실시하였다. 두 지역 간 수용자 조사를 바탕으로 위험커뮤니케이션을 구성하는 요인들은 무엇인지, 요인 간에는 어떠한 영향관계가 있는지를 탐색하고 비교분석하였다. 연구결과 원전지역민과 일반국민 간 위험커뮤니케이션을 구성하는 다섯 가지 요인들(SMCRE)에 상당부분 차별점이 있음을 확인하였다. 또한, 이들 요인 간 영향(인과)관계를 규명하여 원자력 위험커뮤니케이션 프로세스의 최종 단계인 효과(목표)에 이르는 가장 효과적인 경로를 탐색한 결과, 원전지역민들에 대한 위험커뮤니케이션의 효과적경로는 2개, 일반국민들에 대한 위험커뮤니케이션의 효과적 경로는 3개로 상이하게 구성되어 있음을 실증적으로 확인하였다. 이는 위험이슈에 대한 커뮤니케이션의 제 과정이 수용자의 위험인식, 특히 원전시설에 대한 거리감을 나타내는 물리적 근접도에 따라서 매우 역동적으로 작동하고 변화할 수 있음을 보여주며, 이러한 일련의 결과들은 원자력 등 사회적 갈등의 진폭이 큰 위험커뮤니케이션 수행에 있어서 지역별 수용자 특성을 고려한 보다 세밀한 커뮤니케이션 전략이 요구됨을 강력히 시사한다고 하겠다.
Abstract
As part of a plan to minimize policy conflicts in the field of nuclear power, this study carried out an investigation on users from nuclear power plant areas (residents around a nuclear power plant) and non-nuclear power plant areas (ordinary people) so that it might empirically clarify the structure of communication related to nuclear power risk issues and compare and analyze the perception structure of users from the two different groups, especially according to the physical proximity of nuclear power facilities. Particularly speaking, based on the investigation on users from two different areas, this study tried to explore what factors form the risk communication and what effect each factor has on one another, while comparing and analyzing the results. As a result of the research, it was found that there are some parts overlapped in the 5 factors of SMCRE, but there exist considerable differences in the detailed factors of SMCRE between residents around a nuclear power plant and ordinary people. Moreover, as a result of searching the most effective course leading to effect (goal), the final stage of the process of nuclear power risk communication by investigating the effect (causal) relationship between these factors, it was empirically found that two effective courses of risk communication are formed for residents from areas around a nuclear power plant, while three effective courses for ordinary people. This fact shows that the process of communication about risk issues is likely to have dynamic effect on and change users' risk perception, especially according to the physical proximity that indicates a sense of distance from nuclear power facilities. Such a series of results seem to highly imply that a much more detailed communication strategy considering the characteristics of users from different areas is required in performing risk communications that include large social conflicts, such as nuclear power plants.
