‘일대일로’ 전략에서 본 중국의 북극 ‘빙상실크로드’

최근 중국은 일대일로 전략을 추진하면서 동 전략과 연계하여 북극에 적극적으로 진출하기 위한 북극정책백서를 발표했다. 본 논문이 중국의 일대일로 전략 측면에서 북극정책과 전략에 대한 분석을 통해서 얻은 결론은 다음과 같다. 첫째, 전략적인 측면에서 중국은 북극 기후변화 및 생태환경의 과학적 이해의 중요성을 강조하고 있으나, 최근 군사·경제 강대국으로 부상하는 중국의 북극에 대한 ‘지정학적 야심’을 그대로 드러낸 것이라고 평가할 수 있다. 둘째, 경제적 측면에서 중국은 북극항로를 이용한 수송과 관련하여 자국의 일대일로 전략 내에서 북극항로를 통한 통과화물과 컨테이너 운송을 추진하면서 러시아 등 관심 국가들을 동참시키기 위해 노력할 것이다. 셋째, 중국의 북극백서 발간은 앞으로 중국이 ‘북극문제와 관련한 중요한 행위자’가 되겠다는 선언으로 해석된다. 따라서 향후 북극에 대한 중국을 포함한 강대국들의 관심으로 북극은 ‘21세기 거대한 게임의 무대’가 될 것이다. 마지막으로 한국은 중국이 북극항로 협력국가로 언급한 것을 계기로, 러시아·중국 등과의 협력을 기반으로 유라시아 진출교두보 구축을 위해 신(新)북방정책과 중국의 일대일로 전략의 접점을 북극개발 협력에서 찾을 수 있도록 전략적으로 접근해야 한다.
Abstract
Recently, China announced a White Paper on Arctic Policy to actively not only advance into the North Pole but also find a ‘Polar Silk Road’ based on ‘One Belt and One Road’ strategy. This article obtained the following conclusions from the analysis of China’s Arctic policies and strategies. First, from a strategic point of view, China emphasizes the importance of scientific understanding of Arctic climate change and ecological environment, but it can be said that China’s recent geopolitical ambition for the Arctic is emerging as a military and economic power. Second, from an economic point of view, China will make efforts to extend its national interests while promoting transit cargo and container transportation and exploiting natural resources through the Arctic. Third, China’s Arctic White Paper is interpreted as a declaration that China will become an important stakeholder or actor in relation to the Arctic. Therefore, with the interest of the great powers including China, the Arctic will become the ‘stage of the great powers’ game of the 21st century. Finally, with the occasion of China’s mention of Korea as the partner for Arctic Route Cooperation, Seoul has strategically set up a ‘New North Policy’ to build strategic bases for Eurasia based on its cooperation with Russia, U.S. and China.
