본 논문은 북극지역의 지정학적 특성과 북극지역을 둘러싼 주요 국가들의 정치․경제적 이권 확보 추진이유에 대한 고찰을 시작으로 북극지역 기후변화로 인한 북극지역의 환경변화와 관련 크게 두가지 정치․경제적 주목을 받고 있는바 첫째, 북극지역의 자원개발로 인한 활용성 확장과 둘째, 북극에 대한 실효 지배권 선점 활동이 가속화되고 있는 실정이며 현재 이를 가속화하고 있는 양상을 바탕으로 북극지역의 경제적 이권 확보를 위한 주변 국가들의 북극정책 수립 및 안보전략을 분석하고 이에 대한 대한민국의 북극정책 한계점을 파악하여 북극시대에 대비한 정책적 제언을 제시하고자 하며, 한국과 유사한 전략적 환경인 중국, 일본 그리고 영국과 프랑스 등의 북극정책을 중심으로 고찰하고자 한다. 끝으로, 이러한 북극시대 대비 역량이 충분한 북극 전문가 확충을 고려해 해군의 북극전문가 양성이 시급한 과제임을 인식해야 한다.
Abstract
This paper begins by examining the geopolitical characteristics of the Arctic region and the reasons for securing political and economic interests of major countries surrounding the Arctic region. First, the utilization expansion due to resource development in the Arctic region and second, the activities to preempt the effective dominance over the Arctic are accelerating, and based on the current acceleration, neighboring countries The purpose of this study is to present policy recommendations for the Arctic era by analyzing their Arctic policy establishment and security strategy, and by identifying the limitations of the Republic of Korea’s Arctic policy. This paper intends to focus on the Arctic policies of China, Japan, Britain and France, which are strategic environments similar to Korea. Lastly, considering the expansion of Arctic experts with sufficient capacity to prepare for the Arctic era, it should be recognized that the Navy’s Arctic experts are an urgent task.
