세력전이론 시각에서 본 중국 북극정책의 함의

본 논문은 오르간스키의 세력전이론을 중심으로 북극에서 비북극권 국가로서 역할을 강화하고 있는 중국의 북극정책을 분석함으로써 북극권의 국제 갈등과 협력을 전망하고자 한다. 연구방법은 세력전이론을 분석 틀로 활용하여 얻을 수 있는 분석적 장점들을 최대한 활용하여 탈냉전 후 북극의 국제질서에 적용하고자 한다. 중요한 것은 중국이 어떤 목표를 가지고 있건 간에 북극과 관련해서는 독자행동이 불가능한 만큼 전략의 성패는 결국 국제협력에 달려 있다는 점이다. 이를 위하여 논문은 다음과 같이 구성했다. 서론에서 선행연구의 동향을 파악하여 연구의 차별성을 설명하고 이어, 2장에서 오르간스키의 세력전이론을 중심으로 연구의 분석틀을 제시했다. 3장에서 도전국으로서 중국의 세력전이 양상을 설명하고 4장에서는 2018년도 중국에서 발간된 「북극정책백서」의 내용과 그 함의를 살펴보고, 이어 결론으로 북극정책과 북극권의 국제협력에 대해 전망했다. 결국, 중국은 「북극정책백서」를 발간함으로써 북극문제와 관련한 ‘중요한 행위자(a major Arctic player)’가 되겠다는 것을 선언한 것으로 분석할 수 있다. 중국이 북극의 국제질서에서 도전하는 강대국으로 주목받고 있는 이유는 중국의 세력전이 현상이 인구, 경제적 생산성, 정치제제의 효율성 등에서 일어나고 있고, 세력전이의 또 다른 변수인 ‘만족도’에서도 찾아볼 수 있었다.
Abstract
This paper aims to forecast international conflict and cooperation in the Arctic Circle by analyzing China’s Arctic policy, which is strengthening its role as a non-Arctic state in the Arctic, centering on Organsky’s theory of power transition. The research method is intended to apply to the international order of the Arctic after the post-Cold War by making full use of the analytic advantages that can be obtained by using the theory of power transfer as an analysis framework. What is important is that no matter what goal China has, it is impossible to act independently with respect to the North Pole, so the success or failure of the strategy will ultimately depend on international cooperation. For this purpose, the thesis is structured as follows. In the introduction, the research distinction was explained by grasping the trends of previous studies, and then, in Chapter 2, the analysis framework of the study was presented with a focus on Organsky’s theory of power transfer. In Chapter 3, the pattern of China’s power transition as a challenger is explained, and in Chapter 4, the contents and implications of the 「White Paper on Arctic Policy」 published in China in 2018 are reviewed, and then the Arctic policy and international cooperation in the Arctic Circle are predicted as a conclusion. In the end, it can be analyzed that China has declared that it will become a major Arctic player in relation to the Arctic issue by publishing the 「White Paper on Arctic Policy」. The reason that China is attracting attention as a power that challenges the international order in the Arctic is that China’s power transfer is taking place in population, economic productivity, and the efficiency of political systems, and it can be found in ‘satisfaction’, another variable of power transfer .
